Zakat is led by the Emperor. The Emperor has always been a male, although that has been preference on the predecessor rather than any rule. There actually is no law that says a female can not be Emperor. The Emperor's successor is chosen by the Emperor himself. Usually, this is their child. The heir to the throne does not have to be blood related, however. There are documented cases where the Emperor instead chose a trusted general or advisor.. The Empress is the Emperor's wife, and she holds no political power whatsoever—unless her husband dies and leaves no heir. The Empress is then allowed to select the next Emperor. If there is no Empress when the Emperor dies and he has no heir, the eldest Grand-General takes the position.

The Emperor is also the only person with the power to declare war. While the Emperor controls Zakat itself, the three states are sub-governed by Governor-Generals. Each one controls the armed forces within the state as well as manages them. Governor-Generals appoint cabinet members to handle specifics such as agriculture, housing and urban development, and the treasury. The Emperor does as well, although that is for the overall empire rather than the individual states.

The Imperial Rangers are the Imperial Army's special forces battalion. They are used usually in areas of high danger, whether environmental (such as around Mount Solai) or not. The Imperial Navy is the sea-borne fighting force of the Empire. The Imperial Air Corps maintains all aerial needs of the Empire's military. The Imperial Marines are the most versatile of the branches, as they are forces stationed only on ships—whether naval or aerial. They are used to repel boarders and board ships themselves. They are also trained to be rapid-insertion soldiers in times of conflict.

The Imperial Royal Guard's only duty is to protect the life and property of the Emperor. They are the best of the best, besides perhaps the Imperial Rangers. The Imperial Royal Guard has the authority to interject itself into any operation they deem necessary. They are given the authority to ignore orders given by other branches as well. They are also the only ones allowed to have weaponry in the presence of the Emperor.

Position Definitions
Emperor: The Emperor is the current premier of Zakat.
Empress: The Empress is the current wife of the Emperor.
Heir to the Throne: The Heir to the Throne is whomever the Emperor decides the next heir to be.
Advisor: This is the Emperor's (and Empress's) personal advisor.
Royal Family: The immediate family of the Emperor is regarded as the Royal Family.
Governor-General: A Governor-General is the person put in charge of a specific state within the Empire of Zakat. There are always three.
Ambassador: These are the state-appointed ambassadors to the other three nations of Aurora. Despite being listed here, the ambassadors are rarely in the motherland. They answer to the Minister of Foreign & State Affairs
Grand Admiral: The Grand Admiral is in charge of the Imperial Air Corps and the Imperial Navy. Their power is superseded only by the Emperor and the Governor-General if they are stationed as part of the state's defense force.
Grand General: The Grand General is in charge of the Imperial Army and the Imperial Rangers. Their power is superseded only by the Emperor and the Governor-General if they are stationed as part of the state's defense force.
Grand Marshal: The Grand Marshal is in charge of the Imperial Marines. Their power is superseded only by the Emperor and the Governor-General if they are stationed as part of the state's defense force.
Commandant: The commanding officer of the Imperial Royal Guard. This person is chosen only by the Emperor from the ranks of the Imperial Royal Guard. They must have a high degree of combat capability as they are the personal guard of the Emperor. They take orders only from the Emperor.
Citizen: Non-government Zakatians living in Zakat.
Civilian: Non-Zakatian non-government people in Zakat.
